4-10 Income - Roomers and/or Boarders
PURPOSE
1. To establish an income amount from room and/or board payments for the purpose of determining income to applicants.
PRINCIPLE
2. A “non-dependant” is considered to be a person who does not “wholly or substantially rely on the applicant to supply him/her with the items of basic need”.
3. Non-dependant adults or minors with income, living with an applicant, are expected to pay room and/or board.
4. Since shelter and other costs are included in the applicant’s allowable expenses, that portion of the room and board payment received by the applicant is considered income.
POLICY
5. Income imputed from non-dependants living with an applicant shall be considered to be:
(a) $60/month for room only (Regulation 14(1)), or 50 percent of the gross amount received, whichever is greater;
(b) $40/month for board only (Regulation 14(2)) or 20 percent of the gross amount received, whichever is greater;
(c) $100/month for room and board or the gross amount received above $250/month, whichever is greater.
(d) income recorded in these cases is not subject to the earned income exemption in policy 4-4. Where the applicant is an operator of a commercial room and board business see policy instruction 4-8 (21).
6. An applicant is considered in receipt of these income amounts regardless of any claim that a lesser amount is being received from the boarder.
7. If the applicant is a relative of an adult with a disability who is not eligible for the Disability Support Program, and is receiving social assistance benefits, shelter income for the disabled adult shall be exempt. Such persons with a disability are considered as “dependants” for the purpose of this policy. (See instruction 5-3-1)
